Dl. Forrester refers to Daniel Forrester of London, a well-known, rough-around-the-edges constable in the years leading up to the establishment of the Metropolitan Police Force. Forrester took part in many high profile cases from forgery to burglary often serving as the apprehending officer, often tackling the most serious rapscallions. This tipstaff would have served as his badge of office in London, or as a small weapon. Tipstaves being the precursor to the modern day billy club.
